Washalot recently took Kiki to a storytelling session at the local bookstore. The story was about a Samurai fighting with a Dragon who had 3 heads and 3 tails. In a single stroke the Samurai could cut 1 head, 2 heads, 1 tail or 2 tails. The Dragon was magical and had the following powers:

i) if 1 head was chopped off a new one grew in its place
ii) if two heads were chopped off nothing grew
iii) if 1 tail was chopped off then 2 new tail grew
iv) if two tails are chopped off then a new head grew

What was the smallest number of strokes required to slay the Dragon?
